pollutants.Thisresultisincontrasttotheinsightsoftraditionaltheoriesthatseeenviron-\nmental regulationasa centrifugal forceforthelocaleconomy.Themigrationofworkerswho\ncare environmentalquality,input-outputlinkagesindomestictradenetworks,andopennessto\ninternationaltrade,workinthemechanismdeliveringthisresult.Wethenconsiderahypothetical\npolicy toreducenationalindustrialemissionby10percentandcomparestrategiesonhowto\nallocate reductionresponsibilitiesacrosscities.Wefindthatconcentratingresponsibilityina\nlimited numberofrichcitiesmayoutperformamoreequalallocationintermsofwelfareand\neconomic
